Mike Keaney - Chairman
Mike Keaney was appointed as Independent Chairman of the LLP in January 2020 and is an experienced business director with considerable and wide-ranging experience at senior level management and board experience. With over 40 years’ experience in industry Mike was previously a Non-Executive Director of York Teaching Hospital NHS Foundation Trust for eight years. He brings his commercial, governance and general management experience to the role.
Mike has a particular interest in finance and performance and will make a positive contribution through the implementation of a strategic plan and business objectives that will facilitate the provision of safe, effective and sustainable healthcare to the local communities whilst ensuring value for money.
Mike is married with two children and four grandchildren. He enjoys all sport, particularly playing golf, which he took up fifteen years ago after playing rugby for most of his life. He is a member of South Cliff Golf Club.
Delroy Beverley - Managing Director
Delroy Beverley is Managing Director of YTHFM LLP and reports to the Chair of the Management Board. He is the most senior executive in the LLP.
As well as providing overall strategic leadership, he holds full responsibility for the LLP’s business performance, operational focus, public and stakeholder relationship management and commercial business growth.
Prior to joining YTHFM, he was Executive Director at one of the UK's largest housing organisations. In 2018, he was voted one of the UK's most pre-eminent black business leaders in the Housing sector. He remains actively involved in the UK Arts, Business Management, Leadership, and Education sectors.
Tara Filby, Deputy Chief Nurse
Tara was appointed as Deputy Chief Nurse at York Teaching Hospital NHS Foundation Trust in February 2020 and subsequently appointed as a member representative on the LLP Board in March. She is also the LLP’s Board Equality & Diversity Champion. Tara has worked as a registered nurse since qualifying in 1990, holding a variety of senior nursing leadership roles over the last 16 years in neighbouring trusts.
Her priority has always been to ensure that patients receive high quality care and that patients, and their families, are at the heart of everything we do and each decision made. Tara has extensive experience working with Estates and Facilities teams, leading on the PLACE agenda and ensuring the environment of care meets the patient’s needs. She also brings experience of working in collaboration with colleagues, to ensure high standards of catering and cleanliness are maintained that support the well-being of both patients and staff.
Arlene has been Finance Director at Northumbria Healthcare Facilities Management Limited since September 2018. Prior to joining Northumbria Healthcare Facilities Management she worked as an Audit Director for a mid-tier practice and also spent a considerable amount of her career at KPMG LLP where she focussed on public sector, in particular healthcare. She has a great depth of experience of complex accounting and financial reporting issues as well as assisting organisations with their governance and risk management. She is a qualified accountant with experience spanning more than 18 years both within the public and private sectors. Arlene is a Fellow of the Chartered Accountants Ireland.
Until his recent retirement, Jim Dillon was chief executive at Scarborough Borough Council for many years, and prior to that a director at Ipswich Borough Council.
Jim has been involved, at a strategic level, with the health and wellbeing agenda at both local and regional levels for many years. He has a strong passion for Scarborough and is keen to continue to contribute to improving the quality of life of the community.
Graham was appointed as deputy finance director for York Teaching Hospital NHS Foundation Trust in February 2009, and has been a member’s representative on YTHFMs board since April 2019.
As deputy finance director, Graham is responsible for supporting the Trust’s finance director in the provision of strategic financial leadership and advice. He leads the Trust’s financial management and contracting functions, and is chair of the Trust’s business case panel. Graham also provides senior finance support to YTHFM under the reverse SLA with the Trust.
Graham joined the NHS in 1990 as Management Accountant for the York District Authority’s Community & Mental Health Services unit, and since then has held a number of finance positions within York Teaching Hospital NHS Foundation Trust. He had previously held a number of finance positions within Local Government.
